Mining Fund for the future generations of the DR Congo

The Mining Fund for Future Generations is a Congolese Sovereign Wealth Fund established by Article 8 bis of the new Mining Code of March 9, 2018. In the implementation of the mining code, the Prime Minister took on November 25, 2019 a Decree on the status, organization and operation of the FOMIN, establishing it as a Public Institution. Apart from the introduction and conclusion, this book consists of three titles: 1. General theories on public establishments: special emphasis has been placed on the public establishment of an administrative nature in order to best bring out the attributes of FOMIN. 2. Presentation of FOMIN: plunging the reader into the very heart of this fund, this title has analysed issues relating to FOMIN's mission and objectives, its assets and financial and human resources, the management of public contracts and accounting, as well as its organisation and operation. 3. FOMIN's control bodies: it dealt in turn with administrative control (supervision by the Minister of Mines and the Inspectorate General of Finance), jurisdictional control by the Court of Auditors and parliamentary control by the National Assembly
