The National Center for Hydro-Meteorological Forecasting (NCHMF) is a public-profitable organization which belongs to the National Hydro-Meteorological Service (HMS), Ministry of Natural Resources and Environment (MONRE). NCHMF is Vietnam's weather and climate authority, responsible for protecting life, property, and national security. The Marine Hydro-meteorological forecasting division is an operational unit under The National Center for Hydro-meteorological Forecasting (referred to as the center), performing functions in ensuring marine meteorological forecasting for prevention of natural disasters, socio-economic development, ensuring defense security across the country.

Mr.Nguyen Ba Thuy graduated from Hanoi National University with a degree in Oceanography in 1995, and got master and doctor degrees in Saitama University (Japan). At present is working at national Center for Hydrometeorological Forecasting, in the field of Manine forecasting. Until now he has 7 international publishing journal papers.
