These elections rarely feature any election to a national office, few state legislative elections, and very few gubernatorial elections. In some cases there are actually no partisan races held, which is called a blue moon election. The vast majority of these elections are held at the municipal level. On the ballot are many mayors, a wide variety of citizen initiatives in various states, and many more local public offices. The previous off-year elections were scheduled for November 6, 2007. Kentucky and Mississippi elected governors on the 2007 Election Day. Louisiana also held a governor's election in 2007; however, Louisiana's election dates did not coincide with the national day. Louisiana held its jungle primary on October 20.
