Outsourcing FM Funtions of DPW South Africa: A Viability Study

The South African Public Sector is continuously called-upon to transform. Not only in political terms, but also in terms of its business processes. In the process the Public Sector has moved away from simply being a service provider without any cost considerations to a service provider that continuously considers its cost-efficiency. One way of downsizing and even improve service delivery is to contract out so called non-core functions to the private sector. The general culture of Public Sector organizations is, however, traditionally rigid and their staff reluctant to adapt to the more business orientated principles of the private sector. The Department of Public Works has nevertheless been challenged to continue its efforts to improve cost inefficiencies and to seek solutions to downsize. This has not been made easy by Government's reluctance to put staff out of work who are probably also supporters of the ruling Party. In this book the author considers all the relevant facts with a view to come to a conclusion whether outsourcing certain Facilities Management functions is in fact a viable option.
