Participatory governance in Mali

Since the 1960s, African countries have aspired to freedom (access to human rights) linked to economic development which their people would enjoy without any restriction. In Mali, this aspiration culminated with the advent of the multiparty system in 1991 and territorial decentralization in 1999. Several civil society organizations, including the RLD and the ARGA, are investing in the promotion of the new democracy by focusing on various aspects. This work emphasizes legitimate governance and the delivery of quality services in local communities, citizen monitoring of decentralization, communication, prevention and non-violent management of conflicts (particularly those linked to rural land) and finally mediation between local customs and modern democracy.

Born in 1953 in Bamako, Modibo Keita has a Doctorate in Social Sciences (University of Tubingen, FRG). From 1984 - 1986 he was a professor of higher education at the Ecole Normale Supérieure of Bamako. In 1986, he became an independent expert in development cooperation. He led the RLD from its creation in 2000 to 2014.
