Manuel Tomaylla Gutierrez was born in San Luis (Lima-Peru). He graduated from UNE Enrique Guzmán y Valle with a degree in Spanish Language and Literature. He studied postgraduate studies at the UCV and has a Master's degree in Education. He is currently studying a second specialty in Educational Management and is a teacher appointed at the Miguel Grau Seminar School.
