The Philippine Normal University (PNU) is the oldest state university founded by the Americans in Asia and the premier teacher training institution in the Philippines. It has been declared as the National Center for Teacher Education of the Philippines pursuant to Republic Act 9647.The Philippine Normal University Board of Regents (or Lupon ng mga Rehente ng Pamantasang Normal ng Pilipinas in Filipino and commonly abbreviated as B.O.R.) is the highest decision-making body of the Philippine Normal University. Constituted by the Republic Act 8292 or commonly known as the Higher Education Modernization Act of 1997, the board is composed of distinguished members and is vested with general powers of administration and the exercise of title powers of the corporation.
