Political and economic market in Belarus: a social choice analysis

Belarus often gets evaluated as the state cut off from the civilized world and lagging behind more developed Western states. Its population has either no knowledge about the possible involvement in the life of their country through civic organizations, movements or simply ignores these options. What is the reason that Belarus does not still have strong institutions that ensure the functioning of the market environment and social growth?
