The research concerns the evolution of the electoral rule in post-communist regimes and deals with the contribution of these evolutions to the democratization of the political systems of Southeast Europe, based on a sample of states. Democratic transition and regime change imply the construction of a new political legitimacy through elections, the heart of democracy. This study seeks to understand how the rules governing these elections are chosen. The choice of the electoral system is, to a large extent, the consequence of several processes. Focusing on the determinants of electoral adoption and reform provides insight into the motivations and objectives of electoral rule developments. By studying the reformed legislation and analyzing the behavior of electoral actors, it is possible to see that political leaders have very often circumvented the democratic meaning of the electoral norm. The change of regime has favoured electoral majorities.

Titulaire d'un Doctorat en Science Politique obtenu à l'Université de Bordeaux en France, les recherches de Dr. OGOU ont porté sur la transition démocratique et les évolutions des règles électorales. Parallèlement à ses travaux de recherche, il a été auxiliaire d'enseignement et prépare actuellement un diplôme de spécialisation à l'ENAP au Canada.
