This book provides a comprehensive examination ofthe Lebanese Post War Administrative ReformExperience.An indepth analysis of the dynamics of reform isprovided from different perspectives. The role ofthe Lebanese Parliament, Cabinet, Office of Ministerof State for Administrative Reform, and the CivilService Board in the reform is scruitinized.The book describes the reform process as being theresult of conflict and compromise between differentplayers. It offers a hands-on perspective on reform,as being different from the academicly neet andrational policy making process.While describing the reform process,the booksituates the Lebanese Public Administration in itshistorical, political as well as cultural context.It examines how different political eras havereflected into different centers of power within theadministration, but surprisingly same approaches toreform.The book concludes that administrative reformexperiences in Lebanon were reflections of powerconflicts within the political system rather thangenuin attempts at enhancing the efficiency andeffectiveness of lebanese public administration.
