Leo Besemer is na een loopbaan in de IT rond 2001 betrokken geraakt bij IT-examenontwikkeling. Begin 2016 werd hem door EXIN gevraagd lesmateriaal en examenvragen te ontwikkelen voor de AVG. Dat onderwerp is zo boeiend dat het in september 2020 leidde tot zijn eerste boek 'Privacy and Data Protection based on the GDPR'. Nieuwe ontwikkelingen in de techniek, veel nieuwe richtlijnen van het Europees Comité voor Gegevensbescherming (EDPB) en nieuwe jurisprudentie maakten het zinvol om een nieuwe, bijgewerkte versie uit te brengen. De Nederlandstalige versie, die ook verwijzingen bevat naar de Belgische en Nederlandse uitvoeringswetten, verscheen in januari 2025. De Engelstalige (internationale) versie is in voorbereiding en zal waarschijnlijk eind april 2025 beschikbaar zijn.
