This study seeks to establish an effective digital communications system for the Armed Forces, in support of state institutions, under the National Risk Management System Law (SINAGER). Chapter I: Presents the objectives of the research and justifies the need for a system that improves the transmission of information in emergencies caused by natural phenomena. Chapter II: Exposes the theoretical, contextual and legal framework, analyzes other digital systems and theories on radio communication.Chapter III: Details the research design, population and sample, and describes the data analysis plan. Chapter IV: Shows the results of the interviews with communications specialists and their analysis. Chapter V: Proposes a digital communications system to improve coordination in emergencies, ensuring quick and safe responses.
