Public Consortia in Brazilian Federalism

The subject of public consortia allows the reader to reflect on the existence of a skilful instrument to reconcile the numerous constitutional and legal competences of the federal entities and the need for efficient public service provision in general. It is an instrument capable of establishing, through legal entities set up by federal entities, a link of cooperation aimed at achieving objectives of common interest to all the entities involved, satisfying the basic needs of the population and contributing to the public purpose.
