Public Expenditure from the perspective of the Fiscal Responsibility Law

The paper aims to present some of the implications of the LRF - Fiscal Responsibility Law - for the PMP - Pacaraima City Council, such as the fundamental changes for harmonising public accounts. It aims to clarify the value of the accounting category's participation in the application of the LRF. Faced with so many transformations in the municipal sphere, it is imperative for accountants to know and understand the laws in order to be able to juxtapose them in their accounting practice. No less important is knowledge of the government structure and all the ways of controlling this administration. With this information, society will have support to help prevent fraud and embezzlement of public money. The first part of this report will deal with public administration, followed by an explanation of the LRF, the specific purpose of which is to regulate the management of public resources, imposing restrictions, limits and sanctions with a view to restoring the country's finances and economy. In addition to explaining these concepts, this work will look at the use of the LRF in the PMP, based on the results of the 2014 financial year, by means of an exploratory and descriptive examination.
