Public procurement in the execution of development projects

The echo of "DEVELOPMENT" is loud, crossing ages, borders and continents. However, poor regions remain in their precariousness, despite the Official Development Assistance and the multiple development projects that are implemented there. Convinced that public procurement is the channel through which a project moves from idea to action, the author believes that the quality of the procurement process will fundamentally depend on the success of the project, and by ricochet the achievement of the development objective. It is therefore appropriate to evaluate the effectiveness of the procurement process in the execution of development projects and, at the end, to propose a management strategy for its continuous improvement.
