Inspired by liberalism, the crisis in public action justifies the difficulties affecting the public service, which is constantly undergoing change, whether in terms of normative regulation or practical management, implying for Morocco the need for reform based on the rules and practices of good governance,This is why the present work is a conciliation between, on the one hand, these rooted norms allowing a normative representation of public services, followed by a range of different reforms undertaken in administrative matters, while empirically testing the efficiency of public action.
