Qualitative housing deficit in Belo Horizonte

This paper refers to the qualitative deficit of low-income housing in Belo Horizonte. It proposes a study of a methodology within the framework that has been proposed in recent years, including by agencies such as the Belo Horizonte Urban Development and Housing Company (URBEL), to improve the quality of the existing housing stock. Through a case study, an analysis is carried out of the municipal programme Família Cidadã: Cidade Solidária (Citizen Family: Solidarity City), launched in October 2009, in order to verify real gains in the implementation of programmes that value and remodel precarious environments in need of improvement.
