Frankline holds a master's degree in Project Planning and Management and Public Policy Analysis and Bachelor's degree in Political Science and Public Administration, Sociology and Psychology both from the University of Nairobi. He's trained in Political Leadership and Governance (PLGP) Program by Fredrich Ebert Stiftung Foundation (FES). He's also a professionally trained counsellor in HIV and Aids Management, Prevention and Testing with over 3 years of experience working at Parliament of Kenya as a Research Officer, Kenya Medical Research Institute(KEMRI)/Center for Disease and Control as a research counselor, KEMRI/RCTP as a Research Assistant, Kericho Youth Center-Walter Reed Project as a youth center manager and counselor and at University of Washington collaborative research program with National Aids & STI Control Program, Ministry of Health and Kenyatta National Hospital Assisted Partner Notification Study(APS) as a Health Advisor and a Research Counselor.
