Through a CRT lens, literacy is a form of property owned and controlled by Whites. To address this, Guinier suggests a need for race literacy. Race literacy requires that race be understood as an instrument of control, socially, geographically, and economically. It is meant to be used diagnostically and analytically. Race literacy also requires racism to be confronted head on, to be teased out of debates about public process, and, like CRT, to be understood as an institutional creation. Critical Race Theory (CRT) began as a response to critical legal studies. The earliest writings on Critical Race Theory can be traced to the works of Derrick Bell in the 1960s. CRT is concerned with racism, racial subordination and discrimination.
