Originally elected to the Senate as a Democrat, Shelby switched to the Republican Party in 1994 when it gained the majority in Congress. Shelby served on the Senate Select Committee on Intelligence from 1995 to 2003, stepping down because of a Senate rule limiting committee terms to eight years. Shelby took an adversarial stance towards the intelligence community during both Clinton and Bush administrations.
