Exploring the case of a missing developer and his real estate doings, an amateurish investigator stumbles upon some strange people in a mysterious fogged-in island tavern. They share wild tales and discussions of unorthodox ideas about architecture, occasions and image in buildings, measures of building value, support systems for a planning discourse enhanced by a new approach to evaluation of planning arguments, and potential side benefits of these tools for governance and policy-making. These ramblings develop into a vision of a new society of refugees on an abandoned oil rig in the ocean, where some of these ideas are applied. The scheme is part of a proposed strategy of encouraging a global discourse fed by the results and experiences of many diverse societal design experiments, in places where natural or man-made disasters have destroyed older infrastructure - as opposed to efforts of designing and imposing one single global economic and governance model based on past unsuccessful blueprints.

Thorbjoern Mann, Professor Emeritus of Architecture of Florida A&M University, studied in München and Berkeley), worked in Germany, France, and the U.S.A. He taught in Singapore and the U.S. and published papers and books on design methods and theories, evaluation of planning arguments, building economics, and time management for designers.
