Yessenova Gulmira Zheksenovna è nata il 9 agosto 1977. Nel 1999 si è laureata presso l'Istituto Finanziario Statale. Da oltre 15 anni lavora nel sistema di istruzione superiore del Kazakistan. Ha una laurea in scienze. È autrice di oltre 40 pubblicazioni scientifiche (monografie, libri di testo, articoli e relazioni).
