Master of Laws (LL.M.) in Air and Space Law from Leiden University (The Netherlands). Space Law professor. Full member of the International Institute of Space Law (IISL). Chair of the International Astronautical Federation Latin America and Caribbean Subcommittee (IAF LAC-SC). Arbitrator on the Specialized Panel for Outer Space Disputes of the Permanent Court of Arbitration (PCA) in The Hague.
