High Quality Content by WIKIPEDIA articles! Supranationalism is a method of decision-making in multi-national political communities, wherein power is transferred or delegated to an authority by governments of member states. The authority, subject to supranational democratic institutions and with a legal procedure can therefore institute a supranational rule of law above (supra) the constituent national legal order but subject to the same principles such as Human Rights and fundamental freedoms. This supranational legal order first saw light in the European Coal and Steel Community. The Council of Europe created a system based on Human Rights in its founding Statute and its Convention of Human Rights and Fundamental Freedoms. Robert Schuman, French Foreign minister, initiated the debate on supranational democracy in his speeches at the United Nations, at the signing of the Council's Statutes and at a series of other speeches across Europe and North America.
