It has long been recognised that a war can be won by
degrading or destroying an enemy''s resources to a
point where they are no longer capable of or willing
to wage war. Like traditional resources, it is now
recognised that information is a resource, and can
thus be attacked and defended. In conjunction with
information technology, this realisation has created
conditions for waging a new form of warfare, called
Information Warfare. Software Agents are computer
programs that have the characteristics of autonomy,
intelligence and mobility. A Software Agent
framework for Information Warfare, called TELUM, is
proposed and described.
