This paper was written in 2004 as a culminating experience requirement for a Masters Degree Program in Political Science at San Francisco State University. The thesis is based on the typologies of instrumental and moral rationality in the work Economy and Society by Max Weber. This paper was written primarily with an orientation towards the sub-discipline of American Political Science in theory, dealing with the concept and use of rationality. There are also international, historical, and comparative aspects to this paper. Weber's writings polemicized over political developments during the Weimar Republic period, and the economic austerity imposed on Germany after the first World War. Weber's sociological categories are developed in my thesis to explain the role of bureaucracy in dealing with economic crises. There is an investigation into how bureaucracy has come about as a result of political and economic rationalization, and the consequences for what has been termed "globalization".
