The local government retains its outward appearance even goes through the motions of performing its functions, however, the predicament into which it is enmeshed has undermined its essence as a local government whose authority is declared by the constitution encountered major challenges like the implementation capacity and capacity constraints among leaders and public servants, finance and resources.
