This book is about changing concept of state sovereignty and development of human rights. It is about study of conflict between sovereignty and human rights. The concept of sovereignty is central to the idea of absolute authority which means that there is no power higher than that of a nation state. It is the most important attribute of a State. Sovereignty also plays a role in defining the rights and status of the nation states. It also implies non interference by any foreign power. In these scenario human rights remains one of the driving forces to forgo the territorial boundaries thereby facilitating protection of individuals around the world. It would not be wrong to say that constraints in the name of sovereignty would adversely affect the human rights of individuals. In the last three decades, global developments have seen the state system retreating, weakening, shrinking, and sinking of human rights undermines the sovereignty and territorial authority.
