Nació en 1983 en el distrito de Bulungur de la región de Samarkanda. En 2005 se graduó en el Instituto Pedagógico Estatal de Jizzakh (licenciatura), en 2009 se graduó en la Universidad Estatal de Samarkanda (maestría). En 2009 defendió su tesis doctoral sobre la dialéctica de la combinación de los procesos de producción material y espiritual en el desarrollo social (phd).
