The book brings the ideas about the rulers as well as the Citizen that there are certain rules have to be followed by them to follow the Society. We will get back with the Basic rights of the Citizens in this book. These Fundamental rights are to be passed by the Parliament, after passing these to be implemented by the IAS officers. These policies are implemented after much discussion in the society.
