The most important principle in SIVJRNR for a stable peace

Two situations arise which demonstrate that Truth is the most important Principle in the Integral System of Truth, Justice, Reparation and Non-Repetition: One, there is a contrast between the Agreement and its Legislative Act and its conceptual and practical developments. While the former establishes that none of the four components of the Integral System "shall take precedence over one another", the latter establishes the opposite in concept and practice. Two, that the principle of truth takes precedence over the other three principles of the system.
