The Offense of Torture in International and Burundian Law

Any act of torture and ill-treatment perpetrated by a human being against his fellow man scars the victims of these acts for life and destroys our sense of humanity. Torture is fundamentally contrary to the notion of civilized life, and the legal prohibition of this practice is absolute: no circumstances justify such an act.Torture is one of the most serious violations of human rights; its inadmissibility has achieved the consensus of the international community and has led to the adoption by the United Nations of various instruments to combat this scourge, a fight which has become one of the main concerns of the United Nations in recent years.Since the Universal Declaration of Human Rights, unprecedented normative and institutional development has been observed both internationally and nationally with a view to preventing and combating torture.Internationally, the practice of torture and other cruel, inhuman or degrading treatment or punishment is prohibited by the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the Geneva Conventions on civilians in wartime, etc.
