A number of factors have always frustrated efforts to promote urban development in Uganda. This has been mainly due to law levels of education, poor sanitation, drainage and solid waste management and lack of public will, mobilization and sensitization yet, many agencies NGOs have tried to supplement government efforts in promoting urban development. The researcher used a questionnaire guide to carry out a survey about the role of NGOs in urban development and specifically Plan International in Kawempe III Division. Sixty respondents who comprised of Plan International members, local leaders and households were purposelyselected.It was observed that under development has persisted in urban areas-due to lack of capacity to develop towns, law levels of education, poor transport means and lack of community mobilization, participation and willingness among the urban population to work. Of recent, the AIDS scourge has had serious impact in almost all parts of the country.
