Rose (1969) said that policy making is best conveyed by describing it as a process, rather than as a single, 'once-for-all act'. This process involves negotiation, bargaining and accommodation of many different interests, which eventually give it a political flavor. Policy making and implementation of development plans could get boost through active participation of NGOs especially in developing nations. Improvement of human condition is the promotion of human rights or/ and the alleviation of its economic problems that can only be achieved with involvement of people who join together to pursue common interests.

Mr Tesfay Fitsum has been Working as Supervisor in Ethio Telecom Company at Addis Ababa City, Ethiopia. He graduated BA Degree in Accounting & Finance faculty of Business and Economics at Mekelle University, Tigray. He obtained his MA degree in Public Administration at Indira Gandhi Open National University New Delhi, India.
