The Soviet transformation Perestroika and Glasnot are two inter twined concepts, meaning restructuring and freedom to free information respectively. this became very effective when the then Union of Soviet Socialist Republic (U.S.S.R) had the need to re-engineer their Socio-economic and Political system of the Soviet. and indeed this was when the need for economic scramble in the global system came into existence, but today, instead of Bi-Polarism, we now have Multi-Polarism because other nations apart from Russia and America sprang up going about much competition in the world community, bringing about the reality of globalization that brought about the whole world under one umbrella, especially in Technological transfer like ICT.
