THE USE OF THE PARLIAMENTARY SHUTTLE TO VOTE ON LEGISLATION IN PARLIAMENT

In a bicameral parliament, composed of the Senate and the National Assembly, "all bills or proposals are examined successively in both chambers of parliament." The legislative procedure is marked by the use of parliamentary shuttle. Bills or proposals are submitted simultaneously to the National Assembly and the Senate with a view to the adoption of an identical text. This indispensable tool in the parliamentary law-making process commonly refers to the successive transmission and examination of a bill or proposed law by both chambers with a view to its adoption in identical terms. The adoption of a bill by one chamber is not final.In the event of disagreement between the two chambers, the President of the Republic may then request a conciliation procedure or give the final say to the National Assembly. Once the text has been definitively adopted by the National Assembly at the request of the President of the Republic or by both chambers in identical terms, the shuttle procedure comes to an end.
