Governments worldwide are faced with the challenges
of transformation and the need to modernise
administrative and management systems. New and more
focused entities or agencies are continued to be
created to complete the already existing ones.In
addition, already exisiting strucutes have been
continued to be revisited and assessed while new
policies and strtegies re being put in place in key
areas such as human resource management, to achieve
good governance. As some authours argue that
transformation is not only about organisation or re-
engineerng, it is about change management. Change
programs needs to be ahead of the transformation
process to ensure that employees' mindset is set
ready for cultural shift. The organisation culture
need to be conducive to the implementation of
transformation processes.

Ms Faith Rakate is a researcher at the Human Sciences Research Council;South Africa. She obtained her Master in Public Administration at the University of Pretoria with Cum Laude in 2006.The title of her Masters dissertation is"Transformation in the South African Public Service: The case of service delivery in the Department of Health".
