Up in the Air

The battle against climate change has become predominant for environmental regulators around the globe. The EU is no exception, and the EU Emission Trading Scheme (EU ETS) is the pinacle of EU environmental policy in this area. Aviation is among the latest industry sectors to be included in the Emission Trading Scheme, and while the Commission strive to produce effective and comprehensive policy on the subject, the EU's mode of regulatory co-optition pitches industry and environmental organizations against each other in the struggle for influence over the policy process. This book takes a closer look at the arguments of key stakeholders in the policy process pertaining to the inclusion of aviation in the EU ETS, and examines why certain stakeholders seemingly are able to influence policy development more successfully than others.
