Moily was elected as MP of the Chickballapur district by a wide margin in 2009. He currently serves as the All India Congress Committee General Secretary in-charge of Andhra Pradesh. He is one of the senior members of the Congress Party and is a close adviser for Congress Leader Sonia Gandhi. Moily is a former Chief Minister of the Indian state of Karnataka (19 Nov 1992 - 11 Dec 1994). He was elected to Karnataka state legislative assembly from Karkala constituency of Udupi district. He was first ethnic Tuluva Chief Minister of Karnataka state.
