Vinod Kumar Duggal is an Indian civil servant. He served as Home Secretary. He belongs to the 1968 batch of IAS. His role in the committee report has become controversial as he prepared a secret 8th chapter beyond the terms and conditions that was assigned to this committee, the 8th chapter recommends un-democratic ways to the Government of India to weaken the Telangana movement; like media management, sensiting Congress Leaders who are pro-Telangana, weakening the leaders and Parties who are active in Telangana agitation, booking false cases on Osmania University students, and recommending the type of bullets to be used to fire at agitating students.
