Water supply and sanitation in Israel are intricately linked to the historical development of Israel in the context of scarce water resources. Because the coastal plain of historical Palestine had few water resources, Theodor Herzl already envisioned the transfer of water from the Jordan River to the coast for irrigation and drinking water supply. In order to realize that Zionist vision, the water company Mekorot was created in 1937, more than a decade before the creation of the state of Israel. In the first two decades of Israel's existence, substantial financial resources were dedicated to create the National Water Carrier, a complex water supply system including the transfer of water from the Sea of Galilee.
