Herman Matthijs is full professor at the Flemish university of Brussels and the university of Ghent in Belgium. He published already tens of books and articles concerning public finances and public budgets. He is already for years, a member of the " High Council of Finance" in Belgium: the government main advisory body for the public budgets.
